B From January 2016, from Daegu Japan to July 2016, advertisements the contents of “the cash payment for the opening of a smartphone (the opening of a smartphone, and the immediate payment of cash)” through the intersection or advertisement leaflet, and let those who have reported it go through the Defendant B from sunrise to sunrise in its operation, purchase the core chips (USIM) of the mobile phone at KRW 5-60,000 per one, and Defendant A conspired to re-purchase the core chips (USM) recruited by Defendant B in the above manner.

B, around January 6, 2016, G called “to offer money by opening a mobile phone,” and called “G from F located in Daegu-dong-gu H, Daegu-gu, to open one mobile phone private person (I), and one large person (J) from G to sell the said mobile phone to Defendant A, as shown in attached Table 1 to December 2, 2016, after having G purchase the core chips of the said mobile phone from G to December 2, 2016, G purchased the 694 mobile chips of the mobile phone that the nominal person opened with respect to the said 694 mobile phone, and sold it to Defendant A.

As a result, the Defendants conspired to offer funds and recommended and advertised the contract on the provision of telecommunications services necessary for the use of mobile devices.

(b) Any person that provides telecommunications services provided by telecommunications business operators for communications of others shall be provided by telecommunications business operators;
