On November 16, 2013, at around 07:47, the Defendant driven a B-type cargo vehicle with approximately KRW 1k’s length from the influent road located in the Socheon-gu, Socheon-si to the roads in front of 304-1, Song-dong, Songcheon-gu, Seoul, with a blood alcohol concentration of at least 0.061%.
