On December 30, 2005, the Mayor of Seoul Special Metropolitan City (hereinafter “instant project”) designated the Defendant as the project implementer and publicly announced on December 30, 2005, as the base date for relocation measures for B urban development projects (hereinafter “instant project”) promoted around approximately 1030,000 square meters in Gangseo-gu Seoul Metropolitan Government and D.
