Punishment of the crime

On March 17, 2016, the Defendant: (a) around 02:10, at the one-lane of the two-lanes in front of Gangnam-gu Seoul, Seoul, the road was obstructed by using the surrounding landscape rocks and bricks, and opened the way for ordinary vehicles not to pass through; (b) the passage of 20 minutes on the land along which the general vehicles pass by the victim C, such as the D car driven by the victim C, making it considerably difficult for the Defendant to pass by 20 minutes.
