1. All of the plaintiffs' claims are dismissed.

1. Details of the instant disposition

A. On January 15, 2014, the Administrator of the Small and Medium Business Administration (former Minister of SMEs and Startups) designated an incorporated E (E) as a specialized institution by publicly announcing the recruitment of small and medium enterprise universities and research institutes (E) under the title “C public announcement” (D public announcement by the Small and Medium Business Administration) to enhance technological innovation capabilities and promote the commercialization of small and medium enterprises with poor technological base by utilizing research and development resources possessed by a university and research institute.

B. On April 11, 2014, Plaintiff AC (hereinafter “PlaintiffC”) submitted a business plan with respect to H (hereinafter “H”) pursuant to the foregoing public notice, along with F (mutual name G), and was selected as eligible for support, and entered into a standard agreement with E on July 16, 2014 as follows (hereinafter “instant agreement”).

1. The head of each participating enterprise and the head of each major institution shall faithfully conduct projects according to an agreement, a project plan, and a request for payment of project costs, and keep related documents at all times;

2. The head of the major institution participating in a project shall provide the heads of participating enterprises with research facilities, test equipment, etc. so that task development projects can be implemented in good faith during the agreement period;

3. The head of each participating enterprise and the head of each major institution shall have authority and responsibilities under the Guidelines for Operation of Projects for Supporting the Development of Technology of Small and Medium Enterprises and the Guidelines for Management of E-Cooperation Technology Development in accordance with the relevant project plan;
