The defendant is a person who operates a D industrial company in the Dong-gu Seoul Metropolitan City, Manyang-si B.

Where anyone intends to engage in construction machinery maintenance business, he/she shall be equipped with the facilities under the Construction Machinery Management Act and registered with the head of the Si/Gun/Gu and maintain construction machinery, but the defendant replaced E dump truck's loading box at the same place on May 1, 2017 without registering construction machinery maintenance business.
