1. The plaintiff's claim is dismissed.

1. Basic facts

A. The parties concerned 1) The defendant is a nonprofit incorporated association established pursuant to Article 69 of the Construction Technology Promotion Act that employs approximately one hundred and sixty full-time workers at the above location to maintain the dignity and improve the quality of construction engineers. 2) The plaintiff is a construction engineer in the field of civil engineering, who is at the same time as the defendant's regular members and worked as the head of the government team upon joining the defendant on October 16, 1995.

B. (1) The number of regular members who belong to the Defendant is approximately 4.3 million, and a general meeting is established for efficient management and operation of the members, consisting of 200 representatives elected by regular members, and one chairperson elected by the representatives. The Defendant has a total of 10 branch offices including the former branch office across the country, and the Plaintiff served as the former branch office from July 1, 2015 to January 18, 2016. (2) The Defendant received a request for cooperation for fair election from the representative election commission in relation to the 8th representative election (hereinafter “instant election”). On November 4, 2015, the Defendant notified the entire department to comply with the following cooperative matters (hereinafter “instant notification”).

In order to become a fair and transparent election for the 8th Representatives, it is possible to make sure that the following matters can be made available through the public inspection of the entire officers and employees, and through thorough implementation, the state time is right and wrong.
