The Defendant is the head of the “E Housing Association” association established for the purpose of the apartment construction project in Ulsan-gu, Ulsan-gu (14,442, the number of planned households 895 households).

1. Promoters or executives of a housing association shall make public the documents and related data concerning the implementation of the relevant housing association project in parallel with the Internet and other methods to make them known to its members within 15 days after the documents and data are prepared or modified;

On December 4, 2016, the Defendant, at the office of the said E-Housing Association, prepared a meeting minutes of representatives, which are documents relating to the implementation of the project of the said Housing Association, and did not disclose the same through the Internet and other means within 15 days from that time to December 21, 2016, from that time, through the Internet and other means to December 21, 2016, the documents concerning the implementation of the said Housing Association project and related data were prepared or modified, but did not disclose them simultaneously with the Internet and other means so that its members can be informed within 15 days.

2. Where a member of a housing association requests the perusal or reproduction of documents and related data concerning the implementation of a housing association project, the promoters or executives of the housing association shall comply with such request within 15 days;

On September 26, 2016, the Defendant received a request from F, a member of the pertinent housing association, for “the purchase agreement for new land for the association project and the sharing of information and access to information related to the loan of funds,” which is related to securing the said housing association’s land, within 15 days, but did not comply with such request within 15 days from that time until January 2, 2017, from that time, until January 2, 2017.
