Reasons

1. Basic facts

A. (1) The Plaintiff Union’s status 1) began with the committee for promotion of a regional housing association on October 14, 2014, and was authorized to establish a “A regional housing association” as of July 13, 2018; hereinafter collectively referred to as “Plaintiff Union”).
