1. Details of ruling;

A. The position of the parties concerned 1) The Intervenor joining the Defendant (hereinafter “ Intervenor”)

) The company is a company engaged in the manufacture, etc. of distribution boxes loaded on cell phones, street tampers, electric vehicles, etc., and a tent factory (location: Seo-gu, Seo-gu, Seo-gu, and hereinafter referred to as the “instant factory”) to manufacture small secondary batteries.

(2) On August 7, 2004, the Plaintiff was employed by the Intervenor company and was temporarily laid off due to blood cancer generated while working at the instant plant.

3) The Director General of the Daejeon Regional Employment and Labor Office (hereinafter referred to as the “Director of the astronomical Branch Office”).

(2) On March 15, 2018, the Plaintiff requested disclosure of the working environment measurement report on the instant plant from 2004 to 2017 to the head of the Yananan District Office, upon receipt of the report from the Minister of Employment and Labor, to submit the report on the result of working environment measurement of the instant plant. The head of the Yan District Office notified the Intervenor of the above fact of the request for disclosure of information, and the Intervenor submitted his opinion to the effect that “if the relevant information is disclosed as business secrets, it constitutes a non-disclosure subject to considerable harm to the Intervenor’s legitimate interest.” The head of the Yan District Office issued the following decision on April 11, 2018 to disclose the Plaintiff’s above information disclosure request (hereinafter the above decision on disclosure of information was made to the public, and each of the instant work environment “from 2010 to 2017” as the “the instant report on the result of measurement.”
