1. Basic facts

A. The National Press Association was established after the establishment of the Government of the Republic of Korea for the purpose of controlling and controlling the persons related to the following. The National Press Association externally claimed that the president of the National Press Association was an organization consisting of the persons related to the following: (a) the Minister of Home Affairs and the Minister of National Defense, the chairperson of the National Press Association, the chairperson of the National Press Association, and the members of the prosecutor's office and the police officers were in the character of the government-based organization; (b) on April 20, 1949, the National Press Association was established on November 20, 1949 after the establishment of the National Press Association on April 20, 1949.

B. On June 25, 1950, when the Korean War was launched, the Ministry of the Interior’s Security Department issued an urgent order to the Director-General of the National Police Bureau of each Do with the following contents: “The control of the national emergency inspector and the cost of nationwide prison affairs,” and “the release of persons who are arrested by the President of the Korean War and other persons who are in danger of danger and injury and who are in danger of harm until the principal official order is issued,” etc.

In addition, on July 11, 1950, "the case of arrest of unsatisfed prisoners" was sent to the arrest of the nationwide reporters, and the preliminary arrest of the reporters and those who are in need of inspection was cut down.

C. The "victims" in the annexed Table 2 of the "Mansansan National Reporting Association of the Republic of Korea" was sent from August 8, 1950 to the head of Yangsan National Police Station (hereinafter "sacrifers of this case"), including those who have made sacrifice except Nos. 17A among the statements, and was detained in the detention room of the Yangsan National Police Station, the Yangsan National Police Station neighboring the Yangsan National Police Station, and the 2 weeks from August 9, 1950 to February 22 of the same month.
