A, as a person operating the scoo ice enterprise called “E” in the Northern-gu, Northern-si, and who is engaged in underwater coastal sea experience activities, Defendant B, as an employee of the above company, and the Defendants were willing to receive fees of KRW 30,000 per 1 time from the participants while operating the scoo ice ice enterprise in the same way as the scoo ice enterprise that has no profit-making profits.

1. An operator of coastal sea experience activities who has failed to report activities for coastal sea experience shall prepare and report a plan for safety management of coastal sea experience activities to the head of a Si/Gun/Gu having jurisdiction over a Special Self-Governing Province branch, Si/Gun/Gu in accordance with the procedures and methods

Nevertheless, the Defendants did not report the coastal sea experience activities to the port Mayor and from March 7, 2016 to the same year.

3. 2. An operator of coastal sea experience activities violating the standards for placement of safety personnel shall be qualified for safety management personnel who are determined by the Minister of National Safety prior to underwater coastal sea experience activities to prevent accidents that may occur in the course of coastal sea experience activities.
