Nevertheless, on May 2016, the Defendant temporarily used a mountainous district by installing a fence of about 500 meters in length for the purpose of grazing livestock without reporting the temporary use of a mountainous district to the Gohap-gun, without reporting the temporary use of the mountainous district.
