1. Basic facts: (a) Defendant A was elected as a member of the 5th Session in the local election on June 2006; (b) was elected as a member of the 6th Session in 2010 and 7th Session in 2014; and (c) was a public official in charge of inspection, investigation, examination and processing of petitions, deliberation within budget, corrective inquiries, etc.; and (d) was working as the chairman of the D Council from July 2010 to June 2012.
