1. Facts of recognition;

A. Acquisition through consultation for the confirmation and packing construction of the Cheongbuk-Seoul-do Road (hereinafter “previous Project”) 1) The Defendant shall perform the construction work for the confirmation and packing of the Cheongbuk-Seoul-do Road (hereinafter “previous Project”) with the content that the 340-line local highway roads leading to Pyeongtaek-si from the west-do of Pyeongtaek-si to the west-dong of Pyeongtaek-si.

(2) On June 12, 2004, the Defendant purchased forest land in Pyeongtaek-si (hereinafter “instant forest land”) from the Plaintiffs and paid KRW 17,689,00 each of the costs for acquisition by consultation (hereinafter “compensation”) to the Plaintiffs, and completed the registration of ownership transfer on the Plaintiff’s share in the instant forest land as of June 14, 2004 and on the Plaintiff’s share in each public land on June 15, 2004.

B. On September 21, 2006, the Minister of Construction and Transportation (1) designated and publicly announced the daily 17,461,000 square meters, including Seo-si, Seo-dong, and Goi-dong, and Gouk-do as “Yyeong-si Internationalization Promotion District and Housing Site Development District.” (2) On May 30, 2008, the Minister of Land, Transport and Maritime Affairs notified the Ministry of Land, Transport and Maritime Affairs of Article 2008-187 of the Ministry of Land, Transport and Maritime Affairs (2) on the said “Yyeong-si Internationalization Promotion District and Housing Site Development District” as a place with the same 17,482,181 square meters (13,516,181 square meters, industrial complex, 3,966,00 square meters) from the same area as the district-designated 17,461,000 square meters (17,516,181 square meters, 3,0000 square meters).

In addition to the purpose of the change of the operator, the name of the district was changed from the internationalization planned district and the planned area for housing site development to the high-line internationalization planned district and the planned area for housing site development.
