1. Details of the disposition;

A. The Plaintiff was appointed as the Inspector on March 28, 1991, and was promoted to the Superintendent on June 1, 2016, and was dispatched from February 16, 2015 to January 10, 2017 to the National Police Agency Foreign Affairs Planning and the Embassy (hereinafter “B Embassy”) and served as a consul for police.

B. Around January 9, 2016, FF women, who worked at “E” (hereinafter “E”), a main point operated by Spores D, reported D to the Federal Police as a suspicion of human trafficking and sexual exploitation (Traton de Person), around January 9, 2016.

On January 16, 2016, the F Prosecutor's Office conducted an investigation into five female employees who were at the scene of the search and seizure of the main points of this case with the federal police on January 16, 2016, including G, H, and five female employees who were in Korea, as the F Public Prosecutor's Office.

G and H were charged with a criminal trial due to detention by Trat de Person, etc. on the suspicion of human trafficking and sexual exploitation, and D escaped and was arrested on September 6, 2017, and was charged with a criminal trial for the same suspicion and was charged with a criminal trial.

On March 14, 2017, the Board of Audit and Inspection neglected consular affairs to protect Korean nationals residing abroad and violated Article 56 of the State Public Officials Act, and requested the defendant to take a heavier disciplinary action against the plaintiff.

On April 14, 2017, the Defendant issued a reduction of salary for one month to the Plaintiff pursuant to Article 78(1)1, 2, and 3 of the State Public Officials Act.
