A. A. On June 2019, the Defendant converted the use of mountainous districts by changing the form and quality of mountainous districts, such as removing night trees and shoting work, from 114 square meters out of the same forest land outside the permission area without obtaining permission from the competent authority, when performing construction of a site with regard to a part of 20,913 square meters of land among the areas of 20,000 square meters in Chungcheong-si B (Quasi-Preservation Mountainous District) by obtaining permission for conversion of a new house

B. Around June 2019, the Defendant diverted a mountainous district by changing the form and quality of the mountainous district without obtaining permission from the competent administrative agency for the purpose of performing drainage construction work on a 480 square meters wide from the mountainous district indicated in the foregoing paragraph (a).

C. Around October 2011, the Defendant: (a) reclaimed trees without obtaining permission from the competent administrative agency for the purpose of developing a orchard in 2,231 square meters among the mountainous districts indicated in the foregoing paragraph (a); and (b) planted sublime trees; and (c) diverted them to mountainous districts for the purpose of planting sublime trees from around October 2019.

Around March 2019, the Defendant created a work route without reporting to the competent authority in order to facilitate access to heavy equipment for banking operations under paragraph (2) below, among the mountainous districts indicated in the foregoing paragraph (a), and temporarily used the mountainous district.
