Reasons
Punishment of the crime
1. Any person who intends to engage in the international marriage brokerage business for any person of Korean nationality and any foreigner who is engaged in counselling, arranging, etc. for marriage after receiving fees, membership dues, or other money and goods shall register with the Special Self-Governing City Mayor or the head of a Si/Gun/Gu having jurisdiction over the area where he/she is to establish a brokerage office in accordance with the capital requirements, guaranteed insurance, brokerage offices,

Nevertheless, the Defendant did not register with the head of Si/Gun around October 2018, and at the Defendant’s house located in Daegu-gun D, “E”, which is an Internet site, by using a computer, as described in the preceding paragraph.
