피고인은 2017. 5. 8 17:20 경 서울 도봉구 마들 로 749 서울 북부지방법원 1 층 종합 민원실 내에서 피해자 C과 복사기를 사용하는 문제로 시비가 되어 말다툼을 하던 중, 화가 나 피해자에게 “ 쌍년!! 거지!! 이년 아!!” 등으로 욕설하는 등 민원실에서 근무하는 성명 불상의 법원 직원 및 민원 실을 찾은 성명 불상의 민원인 10 여 명이 보는 앞에서 공연히 피해자를 모욕하였다.
