Defendant
A is the actual owner of J-owned station in Southyang-si I.
Defendant
B is L, which is a business entity, such as pumps manufacturing in Bupyeong-gu Incheon Metropolitan City.
1. On May 15, 2013, Defendant B, such as J gas station alteration, installed a main 8 unit with the changed main marity so that it can be seen as less than 3.5% of the total quantity at the J gas station at night, and Defendant A used the altered main marity to an unspecified number of customers at approximately 3.5% of the actual marity quantity from around that time to February 6, 2014.
As a result, the Defendants conspired to alter measuring instruments for the purpose of manipulating measurement values, sold petroleum or alternative fuel outside of the usage tolerance prescribed by the Presidential Decree (0.75%, 【150ml), and remodeled business facilities for the purpose of selling below the fixed quantity.
2. Defendant A, such as the alteration of the gas stations, requested Defendant B to contact Defendant B with theO request to operate the gas stations located N in Ansan-si and install the gas stations altered to M gas stations. Defendant B, around September 2013, installed a program altered to a level less than 5% of the actual gas flow in M gas stations on the nine main airboards, and the O used the altered gas stations to an extent of less than 5% of the actual gas flow to unspecified customers from around that time to February 6, 2014.
