Punishment of the crime

Any person who intends to engage in loan business shall register a branch office with the Special Metropolitan City Mayor, Metropolitan City Mayor, Metropolitan Autonomous City Mayor, Do Governor or Special Self-Governing Province having jurisdiction over the relevant place of business.

Nevertheless, Defendant A shall, without registering the loan business, employ Defendant B, and C as an employee of the office around September 1, 2016, using subparagraph 101 of Dong-gu Incheon Metropolitan City as the office. The above B, and C shall, even though they are well aware of the fact that the loan business is not registered, recruit the debtor and provide consulting service on the debtor. Accordingly, Defendants conspired (only from October 8, 2016 to Defendant B) to engage in the lending business without being registered from September 1, 2016 to April 28, 2017.
