Punishment of the crime

Those liable for military service who desire to travel abroad shall obtain permission for overseas travel with a guarantor’s certificate of return signed by him as prescribed by the Presidential Decree.

The defendant, as a person subject to the present military service, did not obtain permission for overseas travel from the Commissioner of the Military Manpower Administration on May 20, 201 and did not return to the United States on May 17, 2019.
