The defendant shall be innocent.

1. The summary of the facts charged is a doctor, who is the president of C Council on the second floor of Masung City.

No medical person who violates the Medical Service Act shall prepare a false medical examination and treatment record, etc.

Nevertheless, around November 12, 2013, the Defendant, at the above C’s clinic, prepared false medical records in the same method 329 times in total, as shown in the attached list of crimes, in the same manner as in the attached Table, even though D, who was a guest who was found in the above C’s place, received medical treatment for the purpose of vaccination for the purpose of solitary vaccination, as the medical records were prepared in a false manner, as well as in a false statement on medical records from the time to January 8, 2014.

B. Around November 12, 2013, the Defendant was issued KRW 3,683,820 in total by the same 329 times, as indicated in the list of crimes, by submitting false medical records prepared with D to the Victim Health Insurance Corporation as above, and received KRW 9,290 in total from the time to January 8, 2014, by submitting false medical records prepared with D to the Victim Health Insurance Corporation.

Accordingly, the defendant was given property by deceiving the victim.

2. In full view of the following circumstances acknowledged by each evidence duly adopted and investigated by this court, the Defendant prepared a false medical record by only the evidence submitted by the prosecutor.

It is not sufficient to recognize that the Health Insurance Corporation was deceivingd by the victim, and there is no other evidence to acknowledge it.

① The Defendant asserts that “The Defendant provided medical treatment to the patient, including whether there is any heat against the patient prior to the patient being exposed to a sacciny,” and that “The medical examination and treatment was prepared as a “paty sacciny sacciny sacciny sacciny sacciny sacciny sacciny” in order to prescribe the sacciny sacciny system for preventive purposes.”
