1. All of the plaintiffs' claims are dismissed.

2. The costs of lawsuit are assessed against the plaintiffs.

1. Details of the disposition;

A. On November 20, 2018, the Plaintiffs were those who graduated from the medical college and received a bachelor’s degree, and applied for the practical examination on the 83th national examination administered by Defendant Kukkiwon (hereinafter “instant examination”).

B. The criteria for passing the examination of this case are 12 problems (the 6th issue of medical examination and treatment, the 6th issue of sign language, the 646th issue), and the criteria for passing the examination of this case were 646 points, but all the plaintiffs except the plaintiff A (hereinafter referred to as "the plaintiffs") failed to pass the examination of this case, and failed to pass the criteria for passing the examination of this case, and failed to pass the examination of this case for more than five issues as indicated below.

C. On December 21, 2018, the head of the Si/Gun/Gu rendered the instant disposition of failure to pass the examination against the remaining Plaintiffs (hereinafter “instant failure disposition”).

The president of the Si of Defendant 1 also rendered a disposition to refuse the instant examination against the Plaintiff A.

As to this, Plaintiff A filed a lawsuit seeking the revocation of the said failure disposition as Seoul Administrative Court 2019Guhap52133. On July 11, 2019, the said court dismissed Plaintiff A’s above claim and the said judgment became final and conclusive on July 31, 2019.

The plaintiffs are the plaintiffs among January 2018 to March 2019 to Defendant State Council members.
