No one shall photograph ballot papers in the polling stations.

On December 19, 2012, the Defendant recorded the ballot papers for the 18th presidential election in the polling station at the Jung-gu Seoul Metropolitan City Welfare Center, Sung-gu, Sung-gu, Seoul, with the ballot papers for the 18th presidential election.
