A is a person who has operated the Heung-gu Seoul Metropolitan Government C, 5 stories (D).

No person other than a medical person shall perform medical practice, and no medical person shall perform any medical practice other than that licensed.

Nevertheless, around 14:15 on May 8, 2018, the Defendant performed anesthesia surgery in order to perform anesthesia surgery by attaching IM beams to E (31 tax, female) in IMF and adding IMW on the eyebrow part of the eyebrow and inserting flocks on the eyebrow part of the eyebrow.

In this respect, the defendant did not grant a license.
