(2) The construction cost of paragraph (1) shall be adjusted by applying the fluctuation rate of the lower between the consumer price index announced by the Ministry of Finance and Economy and the housing facility repair item index from the commencement of the construction cost to the commencement of the construction cost, and there shall be no increase or decrease in the construction cost due to price fluctuations after the commencement of the construction work, unless there is any reason attributable to the Defendant Union, for the increase or decrease in the construction cost due to price fluctuations.

The unit cost of construction under paragraph (1) shall be calculated according to the project conditions, such as the total floor area, floor area ratio, construction plan, geological conditions, and design conditions, which shall be adjusted when such conditions change.
