Reasons
1. Details of the disposition;
A. The purpose of the Plaintiff is to provide support for mental health sanatoriums (establishment and operation), support for mental medical institutions (establishment and operation), support for rehabilitation facilities for mentally ill persons (establishment and operation), and establish and operate B mental health sanatoriums, C Medical Center, and community rehabilitation facilities for mentally ill persons (establishment and operation).
B. On November 30, 2015, the Defendant issued each disposition to the Plaintiff to recover KRW 56,818,940 from September 2012 to March 2013, 2012 of D Director E’s personnel expenses, from September 2012 to May 2013, 2013, for the purpose other than the purpose of subsidies. ② The Defendant used the Plaintiff’s total amount of KRW 73,056,000 for the corporate transfer funds transferred from B mental care institutions to B, as if the Plaintiff paid the employees of B, the relevant accounting document was forged and actually used for the purpose of paying the personal debt of G, the president of the Plaintiff.”

2. Whether each of the dispositions of this case is legitimate
A. The plaintiff's summary of the plaintiff's assertion is that the plaintiff actually worked in the B Mental Health Center and the E and F were employed only in the name of the worker in D. Thus, the plaintiff's 56,818,940 won of the subsidy of the B Mental Health Center is not used for any purpose other than its original purpose, and there is no ground for the disposition 1 of this case.
② The employees of the Mental Health Center shall know that the Plaintiff’s financial difficulties in operating and managing B mental health care centers, C Council members, and D, and shall receive job-related subsidy from G, the representative of the Plaintiff.
