1. Details of the disposition;

A. On February 28, 2013, the Plaintiff entered the Republic of Korea under the status of stay in study (D-2) in the Republic of Korea. On April 16, 2015, the status of stay was changed to a specific activity (E-7). On May 25, 2017, the Plaintiff filed an application for refugee status with the Defendant.

B. On June 20, 2017, the Defendant rendered a decision on the recognition of refugee status (hereinafter “instant disposition”) to the Plaintiff on the ground that the Plaintiff’s assertion does not constitute a case of “a well-founded fear that would be subject to persecution” as a requirement of refugee under Article 1 of the Convention on the Status of Refugees and Article 1 of the Protocol on the Status of Refugees.

C. The Plaintiff filed an objection with the Minister of Justice on July 27, 2017, but the said objection was dismissed on March 21, 2018.

2. Whether the instant disposition is lawful

A. The Plaintiff’s assertion is divided into the French language area and the English language area. The English language area was discriminated against in the French language area while the two long-term Presidents gather together with the French language area.
