The plaintiff's claim is dismissed.

Litigation costs shall be borne by the plaintiff.

1. Details of the disposition;

A. On March 31, 2005, the Plaintiff entered the Army and served as a communications soldier at the BS Telecommunication Team, and was discharged on April 14, 2007.

B. The Plaintiff asserted that “Around January 2006, the Plaintiff incurred in the installation of the antenna on the front of the vehicle while conducting a harsh training, and knee injury (hereinafter “the instant wound”) in the scopical scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type scopon-type”).

After that, the Plaintiff was registered as a person eligible for veteran's compensation on July 1, 2015, based on the classification of disability ratings and the deliberation and resolution of the Board of Patriots and Veterans Entitlement as Class 7 8122.

C. After doing so, the Plaintiff asserted that “the instant wound was directly caused by the injury during the harsh training on January 2006, and thus constitutes the requirements for persons who rendered distinguished services to the State.” On November 19, 2018, the Plaintiff filed an application for the change of the subject classification with the Defendant.

On March 8, 2019, the Defendant issued a notice to the Plaintiff on March 8, 2019, on the ground that “The instant harsh training did not constitute the requirements for persons who rendered distinguished services to the State, because it is difficult to view the injury that occurred during the instant harsh training as the direct cause thereof, and thus, the injury was incurred during the performance of duties or education and training directly related to national security or the protection of people’s property.”
