Any person who intends to operate a truck transportation brokerage business shall obtain permission from the Minister of Construction and Transportation under the conditions as prescribed by the Ordinance of the Ministry of Land, Transport and Maritime Affairs, and the owner or user of a private-use truck shall not provide or lease his/her private-use truck for transport
