Punishment of the crime

The Defendant is a driver of a 6-Ban bom-line trucking vehicle, who intends to operate a passenger transport business, and when he/she intends to transport passengers using a truck, he/she is allowed only to the passengers possessing at least 20 km of cargo, even though he/she is possible.
