The owner of an automobile who operates an automobile shall subscribe to mandatory insurance.

On January 27, 2019, at around 20:57, the Defendant operated a low-speed motor vehicle, which failed to purchase mandatory insurance, depending on one-lane direction in the reverse direction, using the three-lane road in front of Seo-gu, Seo-gu, Seoan-gu, Seoan-gu, Seocheon-si, Seocheon-gu, B as the area of the right of recourse from Chigh School bank.
