1. The plaintiffs' claims are dismissed.

2. The costs of lawsuit are assessed against the plaintiffs.

1. Details of the disposition;

A. The Plaintiffs: (a) around 2016, the land B, C, D, and other four parcels in Gwangju-si, Gyeonggi-do;

B. Of the Plaintiffs’ land, G forest land owned by F is not less than 306 square meters of G forest land owned by F (hereinafter “instant forest land”).

A) On February 5, 2016, the Defendant designated and publicly announced the said forest as a road. (c) On June 18, 2017, the Plaintiffs filed an application for permission to construct a new building on the Plaintiffs’ land with at least three floors and less than ten floors. E) On September 19, 2017, the Defendant notified the Plaintiffs of the rejection of permission for development activities (hereinafter “instant disposition”) on the following grounds (hereinafter “instant disposition”).

A. Before 200:
