Punishment of the crime

[Reference Facts] On November 28, 2014, the Defendant was sentenced to imprisonment with labor for a violation of the Act on Promotion of Information and Communications Network Utilization and Information Protection, Etc. at the Seoul Central District Court, and two years of suspension of execution on December 6, 2014, which became final and conclusive on the above judgment, and is currently in the grace period, and is not a narcotics handler, and thus is not a handler, the Defendant did not handle mephones (one penphone, hereinafter referred to as “philophones”), but received and administered mephones as follows.

[Criminal facts]

1. On March 2014, the Defendant administered and provided philophones in the “D” telephones located in Bupyeong-gu Incheon Metropolitan City Bupyeong-gu, and in the way of inserting three gramphones from one-time injection devices to 0.03 grams, melting water in order to the Defendant, E, and F arms, respectively.

2. On March 29, 2014, at the H hospital parking lot located in Bupyeong-gu Incheon Metropolitan City Bupyeong-gu, the Defendant offered phiphonephones by inserting approximately 0.03 grams in a disposable injection machine and melting in water, and melting in water for E arms.

3. On March 12, 2015, at around 10:00, the Defendant received a penphone from a passenger car parked in front of the “J” Mandong located in Incheon Nam-gu Incheon Metropolitan City, in a way that she scopon 0.06g of a penphone to F without compensation at paper.

4. On May 21, 2015, the Defendant: (a) placed “L” rooms in K at Ison-si, Ison-si; (b) placed two in a disposable injection machine with approximately 0.03 grams of philopon; and melted in water; (c) injected one of the following injection devices with the Defendant’s arms; and (d) provided the remainder of the injection devices with philopon administered by giving F.

5. On February 27, 2016, the Defendant administered philophones by inserting approximately 0.03 grams in a disposable injection machine in Seo-gu Incheon, Seo-gu, Incheon, and melting water into the Defendant’s arms.
