1. Basic facts

A. On June 9, 2009, the Ministry of Education, Science and Technology (hereinafter “the instant project”) provided that “The purpose of the project is to contribute to the smooth operation of after-school schools and the overcoming economic crisis through the creation of infrastructure for the stable operation of after-school schools, the mitigation of the work burden at school sites, and the provision of administrative assistants for the stable operation of after-school schools,” and “the project for parents of after-school parents (dedicated personnel)” (hereinafter “the instant project”).

(2) By the end of 2010, the Ministry of Education, Science and Technology provided a special subsidy to each City/Do Office of Education (a longer than a year and by the end of 2011), and from the end of 2012, some offices of education such as Seoul and Gyeonggi-do have completed the project, but some other offices of education such as Seoul and Gyeonggi-do continued the project with their own budget. However, the Ministry of Education, Science and Technology provided the Office of Education of each City/Do to “the relevant elementary school or nearby elementary school or parents of high academic background, who, as much as possible, have a high understanding of school education activities as a person with workplace-based experience, have a high understanding of school education activities as a person with workplace-based experience, and have a parents who meet the qualification requirements for schools.”

B. The Plaintiffs, from July 2009 to July 1, 201, concluded an employment contract with the head of each Si/Gun school under the Defendant’s control (hereinafter “each of the instant schools”) with the head of each Si/Gun school under the Defendant’s control (hereinafter “each of the instant schools”), and renewed the contract (the Plaintiff’s workplace, total period of service, and details of renewal are as indicated in the attached work record; hereinafter “each of the instant employment contracts”) after having entered into a new employment contract with the head of each of the following schools (hereinafter “each of the instant schools”).
