1. The applicant's request is dismissed.

2. Costs of the application shall be borne by the applicant;

On December 8, 2016, the respondent's revocation of the eligibility to participate in competitive tendering process open only to small and medium enterprises and restrictions on the acquisition of eligibility to participate (six months) shall be suspended until 30 days after the judgment of this court is rendered.

The materials submitted by the applicant alone are likely to cause irrecoverable damage to the applicant due to the disposition stated in the purport of the application, or there is no urgent need to suspend the validity of the disposition in order to prevent such damage. Therefore, the applicant’s application is dismissed as it is without merit.
