Defendant
A shall be punished by a fine for negligence of KRW 5,000,000, and by a fine of KRW 2,000,000.

Reasons
Punishment of the crime
1. Defendant A
A. A. On February 7, 2014, the Defendant violated the Road Traffic Act (unlicensed driving) without obtaining a driver’s license, and around 01:10 on February 7, 2014, the Defendant driven CBS car from the subway transfer station in Yongsan-gu Seoul Metropolitan Government to approximately 1 km from the same 151-day EbS car to the same 151-day EbS car.
B. While the Defendant: (a) while driving a car without a driver’s license, as described in the foregoing paragraph (A) caused a traffic accident with D Driving that occurred while driving the car without a driver’s license; and (b) discussed the process of dealing with the accident, the Defendant: (a) upon being aware of the fact that D filed a report in 112, the Defendant asked that “I would like to be punished for driving a car without a driver’s license, I would like to request D driving a car on behalf of D driving.”
B around 02:20 on February 7, 2014, the Seoul Yongsan-gu Seoul Yongsan-gu Office for Transport Survey of the Seoul Yongsan-gu Police Station located in 12-12, stated that he/she driven the said car to the police officer E who is investigating the said case.
As a result, the Defendant had B undergo an investigation as if he was a criminal, and instigated the criminal escape.
2. Defendant B, like the above “A”, made a false statement with the knowledge that the Defendant committed a crime corresponding to a fine or heavier punishment by driving without obtaining a license, and made a statement on behalf of the Defendant and consented to the request of A, which was made by the Defendant. On February 7, 2014, at the Seoul Yongsan Police Station Traffic Survey Office located in Yongsan-gu Seoul, Yongsan-gu, Seoul, Seoul, Seoul, 12-12, the Defendant made a false statement to the effect that he/she driven the said car to the police officer E who is investigating the said case.
