The summary of the facts charged is the owner of A truck, and around 19:35 on May 20, 2002, the Defendant violated the restriction on operation by carrying a cargo of 11.2 tons on the 2nd metric tons in excess of 10 tons at the street in front of the 19:35 branch office of Honam Highway at the 19:35m parallel line of the west Highway, Kim Jong-gu Office, and operating the said vehicle.
