A. A. Around December 2013, the Plaintiff ordered the 1,053,94,523 won of the tentative name (hereinafter referred to as the “instant Mechanical Equipment Construction”) that was ordered by the Jeonnam-do Office of Education (hereinafter “Office of Education”).

B. According to the process compiled list provided by the Gwangju Regional Government Procurement Service, the process of the instant machinery and equipment works is classified as follows: school buildings (01), automatic control (0102), facility control pipes (0103), multi-purpose lecture equipment works (0104), audio-visual equipment works (0105), and water storage works (0106).
