Reasons
1. Basic facts
A. On June 28, 2007, the Minister of Construction and Transportation, on the proposal for the designation of the instant planned area for housing site development, designated the area as a planned area for housing site development by absorbing the Incheon Mapo-gu, Seo-gu, Incheon Metropolitan City and the Urban Development Corporation (Seoul Metropolitan City Tourism Corporation around December 28, 201) as a planned area for housing site development by 1,239,000 square meters, and became the Incheon Urban City Corporation by absorbing the Tourism Corporation around December 28, 201.
The following shall be referred to as "Defendant Incheon Urban Corporation" in total before and after the merger.

B.
