Reasons
Punishment of the crime
The National Democratic Union Federation of Workers' Unions (hereinafter referred to as the "Private Union Federation");
(C) On November 14, 2015, from around 13:00 to 16:30 on November 14, 2015, the organization of 53 organizations with Eul’s main axis “(C)” demanded about 47,00 persons in Seoul Central District, approximately 3,000 persons in front of Seoul Central District, approximately 6,00 persons in front of Seoul Central District, and approximately 68,000 persons in front of the Seoul Jongno-gu Broadcasting and Communications University, and held a sectional assembly, and around 16:45 on the same day, the participants of the assembly 68,000 persons in front of the Seoul Jongno-gu Broadcasting and Communications University were divided into three lanes, namely, “the suspension of labor opening” and “the suspension of labor opening.”
From 16:45 on the same day, approximately 47,00 participants of the above assembly were moving to a luminous square from around 16:45 on the same day to the front of the police wall in front of the building (Korea, hotel, and Japanese fleet) that was boomed by the police station in front of the above conference, the participants continued to occupy the police bus in the middle-gu, Jung-gu and Jongno-gu, Seoul. Around the same day, approximately 21,000 other participants occupied the lane, and occupied the middle-gu and Jongno-gu, the police station and the main road around the same day.
The Defendant, as the head of the department of D Trade Union Federation, occupied the lanes from 16:53 to 18:13 on the same day in cooperation with the participants in the following assembly at the meeting of the Seoul Square, and occupied the lanes prior to the Jung-gu Seoul Central Office, Seoul, without permission, from 22:08 to 22:09 on the same day.
