1. On September 2, 2015, the Defendant calls to the victim F (56 years old) for a female counselor who is unable to know his/her name at the office operated by the Defendant in Busan-gu, Busan-gu, and calls to the victim F (56 years old) for a free set up a PE signboard at H Private Institutes operated by the Party in Busan-gu, Busan-gu.

“Making proposals” to the effect that “I shall visit the said private teaching institute on the same day and make I, a member of the business, visit the said private teaching institute to provide the victim with a discount loan of KRW 3.6 million in the name of the party and install the said institute with the money and pay KRW 100,000 per month for every 36 months.
