1. Facts of recognition;

A. On March 25, 2010, the Minister of Knowledge Economy publicly announced the “new project plan to support high-class research and development human resources in the IT field” as the Ministry of Knowledge Economy publicly announced on March 25, 2010 in order to train high-class IT research human resources with project ability and creativity (hereinafter “instant public announcement”).
