The prosecution of this case is dismissed.

1. Summary of the facts charged

A. Violation of the Act on Special Cases Concerning the Settlement of Traffic Accidents (the selective charge) (the Defendant is the electric kick driver).

On February 25, 2017, at around 06:40, the Defendant driven the kickboard and driven the front side of the C store located in Gung-gu, Gung-gu, Gung-gu, Gung-gu, Gung-gu, Gung-si, Gung-gu, D from the residents' room.

Since there is an excessive speed, there is an occupational duty to reduce the speed of the electric kick, and to safely go beyond the speed of the electric kick.

However, the defendant's electric kickboard did not have safety devices to load two persons, not for two persons, and the victim did not have the ability or license to properly handle the electric kickboard, so in such a case, the defendant was not a victim on the electric kickboard, and the defendant was not obliged to safely drive and prevent the accident by safe driving, such as not allowing the victim to drive even if he was on board.

Nevertheless, the defendant is driving after the above kickboard with the front of the victim, and in some sections of the same kickboard, the victim was forced to drive the kickboard directly, so that the kickboard received and exceeded the parking prevention screen on the floor, and the victim suffered approximately one-month treatment on the part of the kickboard.
