1. Details of the disposition;
A. At around 10:50 on August 14, 2014, the Plaintiff driven B bus with a blood alcohol content of 0.066%. Accordingly, the Plaintiff’s driver’s license was revoked on August 29, 2014 pursuant to Article 93(2) of the Road Traffic Act, on April 29, 2014, with a given point of 10 points due to a violation of the traffic classification (median line) as of August 13, 2014; with a given point of 30 points due to the above alcohol driving; and with a given point of 10 points due to the above alcohol driving; and the given point of 140 points annually by the Plaintiff’s driver’s license was revoked on August 29, 2014.
B. The Plaintiff appealed and filed an administrative appeal, but was dismissed on October 14, 2014.

2. Whether the disposition is lawful;
A. The Plaintiff’s assertion is unlawful since the instant disposition was an abuse of discretion by the Plaintiff’s disadvantage rather than the public interest to be achieved by it, in light of the following: (a) the Plaintiff’s previous club fee and alcohol, and drive Chinese tourists on a bus, such as a usual house after drinking alcohol; (b) the Plaintiff was under the influence of self-drinking; (c) the 5th degree disabled persons and family members who should support them are against their wrongness; and (d) the Plaintiff’s work as a tourist bus driver is essential to obtain a driver’s license.
B. (1) Determination (1) In light of the fact that today’s automobiles are the mass means of transportation and accordingly a large amount of driver’s license is issued, and frequent traffic accidents caused by drinking driving occur and the results thereof are harsh, the need for public interest to prevent traffic accidents caused by drinking driving is very large.
In addition, there is a growing need for the public interest to strictly observe traffic regulations as the traffic situation is complicated, so the Road Traffic Act imposes penalty points on those who violate traffic regulations or have caused traffic accidents, and it is specified.
