Reasons
Punishment of the crime
On May 6, 2008, a civil society organization with 1,500 Korean Film Co., Ltd. organized a "National Countermeasure Council (hereinafter referred to as the "Countermeasures Council") against the full import of U.S. beef in order to systematically counter-import disputes against U.S. beef, claiming that "the phased import expansion agreement of U.S. beef entered into with the Government of the Republic of Korea on April 18, 2008 is about to be a stroke negotiation, as well as to bring about harm to citizens' health."
Since May 2, 2008, the countermeasures conference followed the candlelight meeting for U.S. beef import and opposition to U.S. beef in Jongno-gu Seoul, Jongno-gu, Seoul. On May 6, 2008, the countermeasures conference held a candlelight meeting, which is an outdoor assembly at night, from May 6, 2008 every day. From May 24, 2008, the countermeasures conference tried to enter the Cheongdae-gu, such as Sejong-ro, Sejong-ro, and a newspaper, which is the first day after the candlelight plelight meeting.
On the other hand, on June 21, 2008, the government announced the results of additional negotiations on the expansion of import of U.S. beef, and on June 26, 2008, published the import sanitary terms of U.S. beef in the Official Gazette, the countermeasures conference continued to hold a candlelight demonstration by asserting that it was not an additional negotiation but a candlelight demonstration.

The meeting of the countermeasures against the Defendants (participation in demonstration and interference with general traffic after the self-determination of May 24 to May 25, 2008) was held by approximately 6,000 citizens’ movements during the process of preparing for fluor cards, diskettes, and flagpoles from 18:40 on May 24, 2008 to 21:25 on the Cheong River that was located in Jongno-gu, Jongno-gu, Seoul, Jongno-gu, Seoul, with the free speech of the members of the E society and the participants in the assembly, such as a candlelightlight assembly against the import of U.S. beef.
There are about 20 persons, such as ‘Mara Latn', among the participants in the assembly, who occupy about 200 persons such as 21:50 during the assembly execution and move toward Cheongpo-face and Cheongpo-face in Jongno-gu Seoul Metropolitan Government.
