1. The defendant shall be punished by a fine of 700,000 won;

2. If the defendant does not pay the above fine, 10,000 won.

Punishment of the crime

Any person who intends to construct a new structure in a river area shall obtain permission from the river management agency.

Nevertheless, the Defendant, without obtaining permission from the river management agency from April 28, 2006 to June 2014, set up 17 roads in Gyeonggi-do, Seocheon-gun C and D, a river area, and occupied and used the river.
