Reasons
Punishment of the crime
On April 16, 2015, around 19:00 to 21:10, an assembly was held, where 10,000 members, including 4/16 joint and several members, bereaved family members, etc., and 10,000 members, from the Seoul Square located in Jung-gu, Seoul, Seoul, to the society of 4/16 Family Council B, and the bereaved family members, etc., who were not reported.
After the completion of the assembly, 10,000 participants at the assembly were 10,00 persons: (a) "the Government's Enforcement Decree of the Special Act on the Law of the Republic of Korea ("the Enforcement Decree of the Special Act on the Law of the Republic of Korea", and (b) "C" opened the relief of the contents such as the Packet in order to enter the luculation, and (c) failed to report ten lanes, and (d) was prevented by the police barriers in front of the building in the middle-gu Seoul, and (e) 7,000 persons who participated in the assembly from April 16, 2015 to March 3, 200 Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri Ro-ri.
After that, at 22:05 on the same day, the number of 2,000 among the participants in the above assembly occupied 3-ro 3 lanes from the street to the roads in front of the Seoul YMCA, and failed to report 8-lanes in both directions. On the same day, around 22:38, the participants in the assembly occupied 6,000 lanes and occupied 8-lanes prior to the Seoul YMCA, which are the joint operation members of D, the above 4:16-lanes, and obstructed the traffic of vehicles by continuing the assembly until 23:30 on the same day.
In the foregoing process, the Defendant conspired with the participants in the assembly in collusion with the participants in the assembly at the above conference at around 20:30 on April 16, 2015 to around 21:30 on April 2015, by occupying the lane prior to the road in front of the front road in the Seoul Central District, Jung-gu, Seoul.
