Punishment of the crime
Defendant
C is the owner of "F" in the third floor of the Gangnam-gu Seoul E building, and Defendant A is the actual manager of the above establishment, and Defendant B is not an employee of the above establishment.
1. No person who has completed the massage course among persons with visual disabilities under the Welfare of Persons with Disabilities Act may open a place of massage practice or massage place, unless a person recognized as qualified by the Mayor/Do Governor;
Nevertheless, on February 16, 2016, the Defendants had 6 room-6, shower facilities, air room, etc. at the above businesses around February 16, 2016, and had many unspecified customers, who found the said places, receive the fee of 80,00 won per person to engage in an act of massage by taking charge of or taking charge of a telegraph, such as a shoulder, shot, and shot, etc., of customers.
As a result, the Defendants conspired with the Mayor/Do governor to open and operate a massage place without obtaining the recognition of qualification as a massage.
2. No person who is accused B shall be engaged in massage for profit without obtaining recognition of qualifications for massage from the Mayor/Do governor.
Nevertheless, on May 13, 2016, the Defendant, without obtaining recognition of the qualification as a massage club, received a guide from the guest G who found his/her place at the above business establishment on May 13, 2016, and used the method of taking care of, or taking care of, telegraphs, such as the shoulder, shot, shot, etc., as his/her hand.
Accordingly, the defendant did an act of massage for profit without obtaining recognition of qualifications for massage.
